involved in the event of the payment of such expenses being necessary in order to obtain the numbers required. It is considered that payment should only be made to recruite actually enlisted. In the event of its being necessary to bring men from a distance I am to ask how far you consider that such instruction is practicable.
Hospital accommodation will be necessary and it is suggested that the personnel should be raised locally, with the exception of the officer commanding.
A proposed establishment for a Chinese hospital is attached. It is suggested that the Chinese personnel should be paid at the same rates as the labour personnel.
I am to request that Mr.Secretary Bonar Law be moved to notify the Governor and Commander-in-Chief, Hong Kong by cable of the conditions proposed and to request that a reply may be forwarded at an early date.
